This report addresses Austria’s obligations under the International Covenant on Civil and Political Rights with respect to civic and political participation. Despite established democratic institutions and existing equality protections, Austria continues to face structural, legal, and socioeconomic barriers affecting the effective and equal realisation of political participation rights under Article 25.

The report examines key concerns related to civic participation in Austria, including (1) systemic barriers to civic education and participatory access, particularly affecting Roma, Sinti, Muslim, migrant, and socioeconomically disadvantaged communities; (2) restrictions on freedom of assembly and political expression and their chilling effect on civil society; (3) the continued underrepresentation of women, particularly at the municipal level, and economic barriers to political candidacy; (4) institutional discrimination and insufficient data concerning the political participation of Roma and other marginalised groups; and (5) barriers to equal electoral participation for persons with disabilities, including inaccessible voting materials and polling infrastructure.

The report recommends that Austria establish standardised civic and democracy education with dedicated teacher training; ensure that restrictions on political expression and civil society comply with international human rights standards; adopt concrete measures to address women’s underrepresentation in political office; establish a National Action Plan Against Racism and improve data collection on minority political participation; and accelerate the implementation of universal polling-station accessibility for persons with disabilities.
