This report addresses Austria’s obligations under the International Covenant on Economic, Social and Cultural Rights with respect to public participation and the effective realisation of economic, social and cultural rights. Despite Austria’s established democratic institutions, socioeconomic inequalities and structural barriers continue to limit the ability of certain groups to participate in decisions concerning the rights and public services that affect them.

The report examines key concerns related to participation in Austria, including (1) the impact of socioeconomic status on political participation and feelings of representation, particularly among low-income and unemployed populations; (2) inequalities in access to civic education; (3) the weak institutionalisation of civil society participation, including the absence of a binding consultation framework and precarious NGO funding; (4) limited avenues for remedy for violations of economic, social and cultural rights; and (5) structural barriers within formal channels of participation, particularly digital exclusion, insufficient Roma representation, and the exclusion of long-term third-country nationals from local electoral participation.

Accordingly, the report recommends that Austria expand compulsory civic and media education across all secondary schools; establish a binding framework for consultation with civil society and affected rights-holders; ensure stable and non-discriminatory funding for civil society organisations; ratify the Optional Protocol to the Covenant and expand the mandate of the Austrian Ombudsman Board; maintain accessible non-digital alternatives for essential public services; strengthen Roma participation in institutions implementing the National Roma Strategy; and extend local voting rights to long-term resident third-country nationals.
