This report addresses Mongolia’s obligations under the International Covenant on Civil and Political Rights with respect to civic participation. Despite constitutional reforms aimed at increasing political representation, Mongolia continues to face systemic barriers to meaningful democratic engagement.


This report examines key concerns related to civic participation in Mongolia, including (1) gender inequality preventing equal political participation; (2) systemic barriers to civic education and participatory access; and (3) legal and institutional weaknesses undermining fundamental political rights, including restrictions on freedom of expression and barriers to candidacy.


This report recommends that Mongolia take concrete measures to ensure the effective implementation of gender quotas, expand civic education access for all, and remove legal obstacles to political participation, particularly those restricting candidacy and freedom of expression.
