This report addresses Palestine's obligations under the Convention on the Rights of Persons with Disabilities, primarily focused on electoral rights issues. Due to the occupied nature of Palestine's existence, unique circumstances arise beyond the State Party's ability to remedy. Consequently, persons with disabilities in Palestine face high risk of seeing no respect for their electoral rights.


The key concerns of this report were related to civic participation, including (1) a diminished nature of self-determination creating cyclical civic exclusion; (2) continuous barriers to inclusive civic education and participation; and (3) a neglect of political participation and legal representation.


Perhaps most concering to the Centre was the mere application of international law: it applies to protect civil societies, yet when a society cannot live in civility, the law goes silent. To realise the rights of all persons in Palestine, particularly their ability to seek a voice in politics, it is necessary to combine domestic commitment and international cooperation.
